Zapdos is the most likely of the three birds to turn up weather boosted. Fighting is boosted by Cloudy weather and Flying by Windy, and a boost from either type counts, so two of the game’s weather conditions put your encounter on the boosted chart instead of one. That matters more than it sounds: a boosted encounter rolls levels 6 to 35 and cannot have any IV below 4, which lifts the odds of a perfect bird from 1 in 4,096 to about 1 in 1,728.

Is a hundo actually worth it for Galarian Zapdos?
Galarian Zapdos has the highest attack stat of the three birds at 252, paired with the lowest defence at 189. It is the most glass-cannon of the set, and under a CP cap that is the least forgiving shape a Pokémon can have.
The rank-1 Great League spread is 3/15/14 and the rank-1 Ultra League spread is 1/15/15. Both want attack near the floor. The reason is arithmetic rather than strategy: CP charges you for attack, and a spread that spends less on attack reaches a higher level before it hits the cap, which buys back more defence and stamina than the attack was worth. With Zapdos’ already-thin defence, that trade is especially valuable, which is why a hundo Zapdos is a genuinely poor Great League pick despite being the best possible Zapdos on paper.

Fighting/Flying is a notable offensive typing, though. Fighting is one of the more useful attacking types in the game, and the birds are among the very few Fighting-type legendaries available. In Master League and in raids — neither of which has a CP cap — attack is not a liability and a 15/15/15 Zapdos is straightforwardly the best one you can own. Its low defence keeps it out of the top tier for bulk-dependent formats, but as a damage dealer the attack stat does real work.
The double weather boost also changes the calculus on when to commit items. Because Cloudy and Windy are both common conditions in most regions, you will see boosted Zapdos encounters more often than boosted Articuno or Moltres. Boosted means the CP could reach 3295, and it means the 4/4/4 IV floor has already eliminated a large share of the bad spreads before you even look at the number.
Practical read: if the CP matches a lit row on the boosted chart, that is the single best-value throw any of the three birds offers, because you have both a guaranteed hundo and better-than-usual odds of having got there.
